Category F
Category "F" claims were claims filed by Governments and international organizations for losses incurred in evacuating citizens; providing relief to citizens; damage to diplomatic premises and loss of, and damage to, other government property; and damage to the environment. The Commission received approximately 400 category "F" claims, submitted by forty-three Governments and six international organisations, seeking a total of approximately US$236 billion in compensation.
The Commission organized the category "F" claims into four main sub-categories and established a corresponding Secretariat team and panel of Commissioners for each.
"F1" claims were for losses incurred in connection with the departure and evacuation of individuals and for damage to property belonging to Governments and to international organizations. The Commission received approximately 100 "F1" claims seeking a total of approximately US$30 billion in compensation. The relevant reports of the panel of Commissioners can be found here.
"F2" claims were claims filed by the Governments of Jordan and Saudi Arabia. The Commission received 63 "F2" claims seeking US$18.4 billion in compensation. The panel reports of the panel of Commissioners that pertain to this category can be found here.
"F3" claims were claims filed by the Government of Kuwait, excluding environmental claims. The Commission received 62 "F3" claims submitted on behalf of Kuwaiti ministries and other government entities seeking a total of approximately US$114 billion in compensation. Most of the "F3" claims included multiple types of loss, such as damage to government buildings, loss of equipment, loss of the value of work carried out by contractors prior to the invasion and relief provided to the Kuwaiti population. "F4" claims were claims for damage to the environment. The Commission received approximately 170 such claims seeking a total of approximately US$85 billion in compensation. "F4" claims fell into two broad groups. The first group comprised claims for environmental damage and the depletion of natural resources in the Persian Gulf region including those resulting from oil-well fires and the discharge of oil into the sea. The second group consisted of claims for costs incurred by Governments outside of the region in providing assistance to countries that were directly affected by the environmental damage. This assistance included the alleviation of the damage caused by the oil-well fires, the prevention and clean up of pollution and the provision of manpower and supplies. The review of this category of claims was completed in June 2005 with approximately US$14.4 billion awarded in compensation by the Governing Council.
